Bibionidae
The Bibionidae is of the order Dipteran - (true) flies. The common names for Bibionidae are March fly or Lovebug - based on their propensity to gather for mass mating rituals. This particular specimen is from Republic, Washington state and is approximately 48 million years old.
For a larger collection of information on fossil flies, you may want to check out the Catalogue of the fossil flies of the world (Insecta: Diptera) hosted online by the Bishop Museum in Hawaii.
For those of you who never can have enough of bugs...all bugs, you might want to visit Bugbios.com - "shameless promotion of bug appreciation" where you can go through all sorts of orders and families and see plenty of great pictures of bugs.
